Charter Review Committee


Every 10 years, a Charter Review Committee is formed by City Council to review the Painesville City Charter and determine if any changes or updates need to be made. These amendments are then voted upon by the general public (city residents) in the next November election. "During the month of January, 1973, and at least every ten years thereafter, Council shall appoint a Committee of nine (9) qualified electors of the City to constitute a Charter Review Committee. The Committee shall review the Charter and, not less than ninety (90) days prior to the next November election, shall file with the Board of Elections its resolution proposing such amendments as the Committee deems advisable." For more information, call the Clerk of Council office at 440-392-5803.

Public comment is permitted at the end of each meeting by residents of the City of Painesville, only. Those residents who wish to address the Charter Review Committee at the end of the meeting must first notify the Clerk of Council in writing ([email protected] or Samantha Danielson at 7 Richmond Street, Painesville, Ohio 44077), not later than two weeks prior to the day of the meeting they will attend. Said notice must include the topic, concern or proposal the resident will be commenting on. Those speaking will be first asked to provide their name and address and will have two minutes to comment only on those items reasonably relating to the evening's agenda and to the topic and/or proposal or concern they described in their notice to the Council Clerk. 

The charter review must be completed by July 17, 2023 in order to allow City Council to take action to place any proposed changes on the ballot ninety (90) days, Wednesday, August 9, 2023, before Election Day, Tuesday, November 7, 2023. 

 

Citizens' Safety Committee


Appointed by City Council on December 7, 1992 as an ad hoc committee to address matters relating to Police and Fire, and provide citizen input concerning programs and services. There is no specified term of office. The Committee is chaired by a member of City Council. The Citizens' Safety Committee meets on call as issues or concerns arise. For more information, call the City Manager's office at 440-392-5800.

Community Reinvestment Council


The Community Reinvestment Council (or CRA Committee) is responsible for reviewing, advising and making annual inspections of Community Reinvestment Areas properties. The committee consists of two members appointed by City Council, one member appointed by the Planning Commission and two additional members who are residents within the designated CRA. Housing Issues Task Force


Appointed by City Council on March 3, 2008 as an ad hoc committee to address matters relating to housing issues within the community and to research and review housing programs and services. There is no specified term of office. The Task Force is chaired by a member of City Council and meets on call or as concerns arise. The members must include a member from the Planning Commission, Fair Housing Resource Center, Northeast Ohio Apartment Association and a Painesville City resident.
