- Consultant/Owners Representative for Climate Pollution Reduction Grant Project: The City of Painesville, on behalf of its municipal Electric Department, is soliciting RFQ and proposals from agencies and organizations for the following project. With $129 million in funding from the U.S. Environmental Protection Agency (EPA) and an expected $66 million from Federal Tax Credits, three municipal utilities—Cuyahoga County, the City of Cleveland, and the City of Painesville—have joined forces to install 63 MW of solar energy on brownfields and landfills across Northeast Ohio. Specifically, the project will result in the decommissioning of a coal fired peaking power plant in Painesville, by replacing it with up to 35- MW of solar and 10-20 MW of battery storage, as well as providing 28 MW of solar power in Cuyahoga County at various brownfield, landfill and publicly owned properties. The firm selected will serve as the City of Painesville Owner’s Representative to oversee various tasks across solar development projects funded by the EPA’s Climate Pollution Reduction Grant (CPRG). Although each site will have its own Engineering, Procurement, and Construction (EPC) team, the coalition aims to engage a consulting firm to coordinate parts of project execution and drive successful outcomes over the five-year grant period. This RFQ does not seek design, architectural, or construction services, which will be procured separately with assistance and oversight of the selected owner’s representative. This RFQ includes an appendix with three example documents for respondents to review: the EPA award notice, a project budget narrative, and a work plan.

- Design and Engineering Services for Skatepark: The City of Painesville Department of Recreation and Public Lands is soliciting Statements of Qualifications (SOQ) from qualified design and engineering firms to provide professional services for the design, community engagement and construction documentation of a new public skatepark located at the Morse Avenue Community Center, at the corner of West Prospect Street and Jefferson Street in Painesville, Ohio. Services will include site analysis, design development, construction documents, permitting assistance, and bid support. Optional construction administration services may also be required. The project will be developed in three phases, with Phase I currently funded at approximately $550,000 through a combination of City funds and a LWCG from the Ohio Department of Natural Resources. Design must be completed by January 31, 2026, with construction anticipated to begin in March/April 2026.

Amphitheater and Site Improvements: The project includes construction of a sloped embankment with terraced seating. Parking lot improvements with asphalt pavement and pervious paving blocks. Construction of site utilities and lighting. Construction of a multipurpose building with green room, concessions and restrooms. Construction of a raised concrete stage and erection of a pavilion. The estimated construction cost is $2,050,000. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The Owner intends and requires that this project be completed by December 1, 2025. A non-mandatory pre-bid meeting will be held on Wednesday July 23,2025 at 11:00 A.M.
