Painesville Police Lieutenant Honored with NAACP Award
On Thursday, August 22, Painesville Police Lieutenant Toby Burgett was announced as the NAACP - Lake County, Ohio's 2024 Robert H. Fountain Award recipient for his contributions to the residents of Lake County. The award’s focus is to highlight individuals making strides to better public safety and service to the community.
“[Lt. Burgett] demonstrates excellence and high standards of ethical conduct, integrity, and civic and social responsibility,” said Pam Morse, President of Lake County NAACP.
Lt. Burgett was sworn in to the Painesville Police Department in February 1998. He has served in several positions including detective, K9 supervisor, patrol sergeant, administrative sergeant, patrol lieutenant, investigations commander and patrol commander. He is a graduate of the FBI National Academy, Class 273 and currently serves as Administrative Lieutenant.
Recent projects led by Lt. Burgett include the Community Observation Partnership Program (COPP), the city-wide crime camera system and the continued growth of the department’s National Night Out event.

The Lake County NAACP will host their annual award ceremony at the Freedom Fund Banquet on Saturday, October 19 at LaMalfa Party Center in Mentor, Ohio. The Freedom Fund Banquet is an annual celebration held each year to recognize recipients of the four community awards and high school students receiving NAACP awarded college scholarships. This year’s 2024 community award recipients include:

• The Robert H. Fountain Award, for community public safety and service: Lt. Toby Burgett
• The Selma C. Hall Award, for community education, cultural or legal service: Pat Brown
• The Dr. William J. Rucker Award, for community health and medical service: Christine Margalis
