Notice of Legislation Passed at the July 20, 2026 City Council meeting

Notice is hereby given that Painesville City Council adopted the following legislation on Monday, July 20, 2026:

1. ORDINANCE 16-26 – An Ordinance amending appropriations for the current expenses and expenditures of the City of Painesville, State of Ohio for the fiscal year beginning January 1, 2026 and adopting the operating budget, and declaring an emergency. (1st Reading 07.20.26 PASSED 6-0)

2. ORDINANCE 17-26 – An Ordinance providing for the issuance and sale of not to exceed $10,000,000 of Notes, in anticipation of the issuance of Bonds, for the purpose of paying the costs of the acquisition of a BESS (Battery Energy Storage System) and the design, engineering, construction and installation of BESS related to electric power generation, together with all necessary appurtenances thereto and related site improvements therefor, and such other improvements as authorized and described in Resolution No. 29-26, and declaring an emergency. (1st Reading 07.20.26 PASSED 6-0)

3. ORDINANCE 18-26 – An Ordinance authorizing and directing the City Manager of City of Painesville to enter into an agreement with the Lake County Board of Commissioners to participate in the Urban Entitlement Community Development Block Grant (CDBG) program and for the utilization of funds made available by the Housing and Community Development Act of 1974, as amended, and declaring an emergency. (1st Reading 07.20.26 PASSED 6-0)

4. RESOLUTION 37-26 – A Resolution adopting the 2027 Tax Budget for the City of Painesville, Ohio, and declaring an emergency. (1st Reading 06.01.26, 2nd Reading 06.15.2, 3rd Reading 07.20.26 PASSED 6-0)

5. RESOLUTION 38-26 – A Resolution authorizing the payment of a specific invoices with "Then and Now" Certificates, and declaring an emergency. (1st Reading 07.20.26 PASSED 6-0)

6. RESOLUTION 39-26 – A Resolution authorizing the establishment of the Painesville Commercial Retention and Redevelopment Grant Program; authorizing the use of General Fund monies to provide Economic Development grants to eligible businesses for building construction, renovation, and property improvements; authorizing the City Manager to administer the program, and declaring an emergency. (1st Reading 07.20.26 PASSED 6-0)

7. RESOLUTION 40-26 – A Resolution authorizing and directing the City Manager to apply for and accept financial assistance from the Ohio Department of Natural Resources Nature Works Grant to be used towards the installation of a Zipline Adventure Area and a pavilion, and declaring an emergency. (1st Reading 07.20.26 PASSED 6-0)
