Suspending All Foot Traffic to Painesville City Facilities
The City of Painesville administration has taken the difficult decision to close all foot traffic to our facilities. Our staff will still come to work, answer phone calls and carry on business as usual, however, the public will have limited face-to-face interaction. This is for the protection of our employees, so we can continue to provide all city services no matter the circumstances. The following is how the public can still contact our various public-facing departments. When in doubt, call 440-392-5800, and we will direct you to the proper department.
Income Tax Filings (City Hall)
We contract our income tax collection to the Regional Income Tax Agency (RITA). Normally, the City provides free assistance in filing your local income tax. Due to limiting foot traffic, this service is suspended.

Utilities Billing Office (City Hall)
Set-up New Service:
Residential
- Find our application for RESIDENTIAL service on our website: www.painesville.com/utilities/utilityforms
- If you are renting, there is a separate form. The landlord must fill and the tenant must sign
- Include a legible copy ID of the person requesting the service
- Include your deposit in the form of check or money order
- $100 for electric service only
- $75 for water service only
- $175 for both services
- You are welcome to drop this information into our drop box located behind the Painesville City Fire Station off of E. Erie Street

Pay your Bill:
- Auto Bill Pay: We offer an auto bill pay program which is a direct withdrawal from your specified bank account on the due date. You will still receive your monthly bill as usual, allowing approximately two weeks to review the bill before the payment is made. To sign up for Auto Bill Pay, mail the Auto Bill Pay Application (found at www.painesville.com/payment) along with a voided check to Painesville City Hall, P.O. Box 601, Painesville, Ohio 44077.
- Online Payment: You can pay your bill online with a Visa, MasterCard, Discover, or AMEX credit card. The City of Painesville uses www.officialpayments.com. There is a $4.95 convenience fee per transaction associated with this service which cannot be waived. If prompted for a Jurisdiction Code, enter 8411. Another way to pay by credit card without the fee is to utilize your bank bill pay system. Contact your individual bank for bill pay options.
- By Telephone: You can also pay on the phone with your Visa, MasterCard, Discover or AMEX using Official Payments Corporation at 1-800-487-4567. There is a $4.95 convenience fee associated with this service.
- By Mail: Utility bills can be mailed directly to the Utilities Office inside City Hall. All mailed utility bills are processed internally by city staff. Plan ahead if you are mailing your bill as bills are considered paid on the day they are processed, not the day they are mailed. Mailing address is above and also on your utility bill.
- Drop Box in Parking Lot: For your convenience, payments may be deposited in the drop box located in the parking lot behind the Fire Department (entrance from E. Erie Street). The drop box is emptied every business morning by 7:30 a.m. and processed daily during hours of operation.
- Special Procedures Due to COVID-19:
- There will be no in-person option for utility bills until further notice. Because of this, there will be no cash option. DO NOT mail or leave cash in the drop box! If you only can pay cash, you will have to get a money order or cashier’s check and mail or drop off.
- Because we are limiting your available payment options, we are waiving all late fees until we can proceed under normal operations. We CANNOT waive the credit card charge ($4.95) via Official payments as that is the actual cost they charge to use the service.
- We are suspending all water and electric disconnections until further notice.

Police Department (Police Station)
The police department can never eliminate all foot traffic but just slowing it down is an important step to keeping our employees safe.
- All records requests need to be completed via email at [email protected] . Our records clerks will be working from home, so request may take longer than usual. We thank you for understanding
- Minor complaints can now be submitted electronically. Download the fillable minor complaint form to your desktop from the website and email to [email protected]
- Any and all exchanges at the clerk window is one way under glass. No touching!

Fire Department (Fire Station)
- While we love our walk-in residents with questions, no walk-ins will be available. Please let our first responders stay focused

Public Lands & Recreation (54 Mentor Ave)
- Parks Office: All city parks will remain open to the public at this time. Restrooms will remain closed at this time and are scheduled to be open April 15. All ball fields are closed to any and all team activity
- Cemeteries Office: Both Evergreen and Riverside Cemeteries are still open to the public. Funeral needs must be phoned or emailed into our office at 440-392-5911 or [email protected]
- Recreation Office: All Recreation programs and events have been cancelled for the months of March and April
Community Development & Engineering (66 Mentor Ave)
- Engineering Office: The Engineering Department can accept permits applications and plans via email at [email protected]. Any records requests, complaints or any other issues can be sent via email to [email protected] or by phone to 440-392-5935.
- Community Development: Questions, requests for information or complaints should be submitted via email to staff listed on the City of Painesville’s website or by calling 440-392-5931. Zoning permits, subdivision plans, rental registration and vacant property applications can be submitted via email to [email protected] or mailed to the City of Painesville Community Development Department, 7 Richmond Street, Painesville, Ohio 44077.
