Road Levy
The renewal of a 3 mil road levy is limited to five years (2024-2028) and will generate $697,361 annually to resurface existing roadways that are in poor condition. The road levy supports the maintenance and rehabilitation of local roadways within city limits.
- The levy is important to continue to provide safe and adequate infrastructure.
- The levy is dedicated to construction, reconstruction, resurfacing and repair of local streets only. Meaning funds go directly back to improving the community.
- Streets are chosen based on road conditions and available grant funding opportunities. Each street is inspected and ranked using ODOT standards, receiving a Pavement Condition Rating (PCR). You can find the list of streets and their PCRs at www.painesville.com/roads. City staff works hard each year to combine funding opportunities with the road levy funds to maximize road projects.

Fire Levy
The renewal of a 1.47 mil fire levy is limited to five years (2024-2028) and will generate $341,707 annually for the fire department. The fire levy is used exclusively to pay for apparatus, vehicles, equipment and their maintenance, as well as other designated capital expenses within the fire department.
- The fire levy does not subsidize salaries of fire department employees.
- The fire department provides much needed services within the community and these increased needs have resulted in more costs.
- Without the levy, PCFD could not replace vehicles and equipment as they become outdates, which could cause an increase in the city's Insurance Services Office rating. This increased rating may result in an increase in insurance for homeowners and businesses in the community.
- Up-to-date equipment improves safety. A safer community also increases property values.
The levy is not a tax increase. Only property owners are charged real estate taxes, therefore renters would not be taxed for this levy.
