For your convenience, there are multiple ways to pay your monthly utilities bill. These include our online Customer Portal, banking Bank Auto Pay, by mail or drop box, in person at Painesville City Hall or over the phone. If paying with cash, you MUST pay in person at Painesville City Hall. Do not mail. 

 

** For those who pay their bill via their own banking website, please be aware that payment takes 7-10 business days to be deposited to the Utilities Billing Office. Late fees are assessed  based on when we receive payment, NOT when you submit payment. The best way to pay via your banking institution is via Bank AutoPay (see below on how to sign up). 

 

*** Due to a software update, those who receive electronic Painesville utility bills (email) should be aware of a new sender address. Bills are now being sent from [email protected]. Previously, bills came from the [email protected] email address. Please do not delete or mark these emails as spam. The City of Painesville is working with the software company to update the email address so it will more clearly represent Painesville Utilities. Thank you for your patience.

Credit Card/eCheck AutoPay is different than the Bank AutoPay, which is offered through the Utilities Billing Office, that is connected directly to your banking institution. Bank AutoPay has no service fees.  

Service fees cannot be waived, as these go directly to the credit card companies or banking institution. This is not a City of Painesville fee.

We offer customers the option of paying their bills via their banking institution. Funds are transferred directly from the customer’s checking account to the City on the bill's due date. 
  • Set it and forget it. This is the most popular option for those looking for easy payment
  • The bill amount is automatically taken out of your banking account on the bill's due date
  • There is no fee associated with the Auto Pay service


To set up:

  1. Complete the Bank AutoPay Application and attach a VOID check
  2. Bring the application and VOID check in person or mail to the Utilities Billing Office (Painesville City Hall, 7 Richmond Street, Painesville, Ohio or Painesville Utilities Billing, P.O. Box 601, Painesville, Ohio 44077)
  3. Once approved, the City will continue to mail/email your utility bill as usual. The bill will clearly state "DIRECT PAYMENT" to indicate your account has been set to auto pay. No further action is needed from you. If you wish to cancel auto pay, please promptly notify the Utilities Billing Office by calling 440-392-5797.
By Mail

Pay by Mail or Drop Box

Pay your bills via check and mail directly to the City of Painesville, c/o Dollar Bank, P.O. Box 3666, Pittsburgh, PA 15230-3666.

  • Plan ahead, bills are considered paid on the day they are processed, not the day they are mailed. Avoid those late fees! 
  • There is no fee associated with checks

 
For your convenience, checks may also be deposited in the drop boxes located in the parking lot behind the Fire Department (entrance from E. Erie Street) and on the back steps of City Hall (entrance from Mentor Avenue). Drop boxes are under 24/7 surveillance and emptied every business morning by 7:30 a.m. Please do not put cash in the drop boxes.

  • There is a $1.95 service fee for eChecks
  • In addition, there is a 50 cent fee per transaction that goes directly to the Interactive Voice Response (IVR) company

** On Thursday, July 10 from 10:30 a.m. to 12:00 noon, the Utilities Billing Office will be closed for an all-staff meeting/training session. In-person bill payment will not be accepted during this time. Please plan accordingly. **

The City of Painesville Utilities Office is located on the first floor of Painesville City Hall, 7 Richmond Street, Painesville, Ohio. Please note, you must enter through the rear of the building from the back parking lot to enter City Hall. Parking is always free.

  • We are open Monday through Friday, from 8:00 a.m. to 5:00 p.m.
  • We accept cash, check and credit card
