How to Set Up Service


To establish service, or to switch service to a new owner, you will need the following:

    1. A legible copy of a valid photo ID (drivers license or state issued ID accepted)
    2. Application and form(s) required depending on the type of property you wish to service
    3. Your deposit will be billed to your first invoice for this account. A typical residential property deposit is $100 for electric and $75-85 for water/sewer (see below). If you are unsure what type of water meter you have, you can call our offices to inquire (440-392-5797).

 


Set Up Service Tips

        • Be aware of office hours - Set up applications submitted via email must be sent by 3:30 p.m. the day BEFORE the next business day you want service to start. For example - If you need service on Wednesday, you must turn in all material before 3:30 p.m. on Tuesday. If you need service Monday, you must turn in all material before 3:30 p.m. on Friday. Any applications submitted after 3:30 p.m., will require an additional business day for processing. 
        • Give yourself time - While we take pride in an easy set up process, please be aware in-person application/payment takes between 10-20 minutes to complete. This means that although our office hours are 8:00 a.m. to 5:00 p.m., we do not start set up applications after 4:30 p.m. 
        • Scheduling in advance - New customers can schedule the start of their service as far as one week in advance. For example - If your move-in date is November 4, the earliest you can set up an account is October 28 (1 week before your start date). 

 

Once you have a copy of your ID, application and forms required and your deposit payment ready, you can set up service with the Utilities Billing office via:

Service for Renters & Landlords


    • If you are renting, you will need to follow all the above steps (ID, application form and deposit) and turn in the landlord/tenant form which must be completed by your landlord. They should be familiar with the process.  
    • If you are a landlord, you can establish a Landlord Hold Agreement, which ensures no interruption of service (outside of non-payment) as tenants come and go to a property. This enables the owner to have service available without paying new deposits each time a tenant leaves the property. See form for details. 

 

Deposits


When a customer sets up service, a deposit is required by the City of Painesville and will be billed to the first invoice/bill. If the occupant has a prior outstanding balance with the City from a previous residence, a new service cannot be placed in their name until that balance has been paid in full. Commercial and industrial customers should call the Utilities Billing Office at 440-392-5797 for more information.

    • Electric Deposits - for a typical residential property, a refundable deposit of $100 is required. Please call our offices at 440-392-5797 for commercial or other types of property.
    • Water/Sewer Deposits - for a typical residential property, a refundable deposit of $75 for a 5/8" meter or $85 for a 1" meter is required. Please call our offices at 440-392-5797 for commercial or other types of property.

 

*At the termination of any service, the original deposit will be refunded to the account holder unless any balance is due. Such deposit may be transferred from one service location to another service location for the same customer.
